An unprecedented security warning from MI5 was circulated to MPs and peers on Thursday that accused a lawyer, Christine Lee, of seeking to improperly influence parliamentarians on behalf of China’s ruling Communist party.

It is the first time that MI5 has issued an “interference alert” relating to China and concerns a high-profile Anglo-Chinese lawyer who received an award from Theresa May and who has donated £584,177 to the office of Labour MP and former shadow cabinet member Barry Gardiner.

The alert names and pictures Christine Ching Kui Lee, who has allegedly “knowingly engaged in political interference activities on behalf of the United Front Work Department (UFWD) of the Chinese Communist party”.

It added that the UFWD was “seeking to covertly interfere in UK politics through establishing links with established and aspiring parliamentarians across the political spectrum” and to “cultivate relationships with influential figures”.

Lee, 58, has been active in political circles for at least 15 years, promoting Anglo-Chinese relations through a range of groups such as the British Chinese Project and the all-party parliamentary group Chinese in Britain. Photographs also show her meeting David Cameron when he was prime minister, and China’s president, Xi Jinping.

Interference alerts are issued very rarely, after talks between the spy agencies and parliamentary authorities. No such alerts have ever been released relating to China, and only one relating to Russia, Whitehall sources said.

MI5 is understood to have been monitoring Lee for some time, concerned that she was targeting politicians from all political parties. The decision to issue an alert was made inside the agency, sources added, based on the tools at their disposal and without external political direction.

Despite the warning, however, it is understood Lee is not being prosecuted.

Beijing has a longstanding global political warfare campaign that subverts governments and elites worldwide. This pays off in nations that are politically aligned with Beijing against the United States—or at least staying neutral—and acts to isolate and punish countries inclined to resist China. Outcomes include political and economic subservience and eventual Chinese military access.

China is prosecuting this war on all geographical fronts. It is active in Latin America, the Caribbean, Africa, Southeast Asia, the South Pacific, and even has its sights on the Arctic—declaring itself a “Near Arctic Nation” even though the concept doesn’t exist in international law. Antarctica, and its strategic positioning and resources, is similarly in the crosshairs.

The idea is to put the Americans (and its dwindling number of allies) in a position where they cannot move—or at least not at an acceptable cost. If so, the game is over before the Americans figure out the competition is in fact a war. In other words, “winning without fighting.”

If you are able to watch news broadcast inside China, you will the United States in chaos, riots in major metropolitan areas; police brutality against African Americans; January 6th storming of the U.S. Capitol; people die of hot weather because there is no air condition, or people freezing to death during the Texas power shortages. When Chinese state councilor Yang Jiechi berated the United States, claiming the Black Lives Matter movement as evidence of its human-rights abuses in a March meeting with US Secretary of State Antony Blinken in Anchorage, he was celebrated by the Chinese media for highlighting the hypocrisy of the American government. Anger at multinationals pledging to no longer source cotton from Xinjiang, in response to China’s treatment of the Uighur minority in the region, has led to an angry backlash, with Chinese consumers burning Nike shoes and denouncing Swedish clothing retailer H&M.

As China's involvement in world affairs grew in the late 20th century, the CCP became sensitive to the negative connotations of the English word propaganda, and the commonly used Chinese term xuanchuan acquired pejorative connotations. In 1992, Party General Secretary Jiang Zemin asked one of the CCP's most senior translators to come up with a better euphemistic English alternative to propaganda as the translation of xuanchuan for propaganda targeting foreign audiencesReplacement [euphemistic] English translations include publicity, information, and political communication domestically, or media diplomacy and cultural exchange internationally.

CCPPD officials left the xuanchuan in official Chinese names the same but changed the English translations from "Propaganda Department of the Communist Party of China" to "Publicity Department of the Communist Party of China", and changed "Central Propaganda Department" to "Central Publicity Department". English-languages sources rarely use either "Publicity Department" translation. The Zhōngyāng Xuānchuán Sīxiǎng Lǐngdǎo Xiǎozǔ, which oversees the CCPPD, continues to be translated as the "Central Leading Group for Propaganda and Ideological Work". When Ding Guan'gen, director of the CCP Central Propaganda Department from 1992 to 2002, traveled abroad on official visits, he was known as the Minister of Information.
