The Quadrilateral Security Dialogue (QSD, also known as the Quad) is an informal strategic dialogue between the United States, Japan, Australia and India that is maintained by talks between member countries. The dialogue was initiated in 2007 by Prime Minister Shinzo Abe of Japan, with the support of Vice President Dick Cheney of the US, Prime Minister John Howard of Australia and Prime Minister Manmohan Singh of India. The dialogue was paralleled by joint military exercises of an unprecedented scale, titled Exercise Malabar. The diplomatic and military arrangement was widely viewed as a response to increased Chinese economic and military power, and the Chinese government responded to the Quadrilateral dialogue by issuing formal diplomatic protests to its members.

The QSD ceased following the withdrawal of Australia during Kevin Rudd’s tenure as prime minister, reflecting ambivalence in Australian policy over the growing tension between the United States and China in the Asia-Pacific. Following Rudd's replacement by Julia Gillard in 2010, enhanced military cooperation between the United States and Australia was resumed, leading to the placement of US Marines near Darwin, Australia, overlooking the Timor Sea and Lombok Strait. India, Japan, and the United States continue to hold joint naval exercises through Malabar.

During the 2017 ASEAN Summits in Manila, all four former members led by Shinzo Abe, Narendra Modi, Malcolm Turnbull, and DJT agreed to revive the quadrilateral alliance in order to counter China militarily and diplomatically in the South China Sea. Tensions between Quad members and China have led to fears of what was dubbed by some commentators as "a new Cold War" in the region.

In a 2021 joint statement, "The Spirit of the Quad," Quad members described "a shared vision for a Free and Open Indo-Pacific," and a "rules-based maritime order in the East and South China Seas," which Quad members state are needed to counter Chinese maritime claims. The Quad pledged to respond to COVID-19, and held a first Quad Plus meeting that included representatives from New Zealand, South Korea and Vietnam to work on its response to it. Widely viewed as intending to curb "China's growing power," the Quad's joint statement drew criticism from China's foreign ministry, which said the Quad "openly incites discord" among regional powers in Asia

Following the German declaration of war on America on the 11th of December 1941, Britain gained an invaluable ally. Securing a joint military command between the new partnership was central to its success.

The Combined Chiefs of Staff (CCS) was the supreme military staff for the United States and Britain during World War II. It set all the major policy decisions for the two nations, subject to the approvals of British Prime Minister Winston Churchill and U.S. President Franklin D. Roosevelt.

The CCS emerged from the meetings of the Arcadia Conference in Washington, from December 22, 1941 to January 14, 1942. Shortly after Pearl Harbor, Prime Minister Churchill and his senior military staff used Arcadia as an opportunity to lay out the general strategy for the war. The American Army Chief of Staff George Marshall came up with the idea of a combined board, and sold it to Roosevelt and together the two sold the idea to Churchill. Churchill's military aides were much less favorable, and General Alan Brooke, the chief of the British Army, was strongly opposed. However, Brooke was left behind in London to handle the daily details of running the British war effort, and was not consulted. As part of Marshall's plan, Roosevelt also set up a Joint Chiefs of Staff on the American side. The combined board was permanently stationed in Washington, where Field Marshal John Dill represented the British half.

The responsibilities of the Combined Chiefs of Staff were set out as follows: Under the direction of the heads of the United Nations, the Combined Chiefs of Staff will collaborate in the formulation and execution of policies and plans concerning: 
(a) the strategic conduct of the war; 
(b) the broad programme of war requirements based on approved strategic policy; 
(c) the direction of munition resources based on strategic needs and the availability of means of transportation; and 
(d) the requirements for overseas transportation for the fighting services of the United Nations, based on approved strategic priority. 

In the report of the Arcadia Conference, it is noted, to avoid confusion, that the word 'Combined' applied to the Combined Staffs of, or combined action by two or more of the united nations, whilst the word 'Joint' signified inter- service planning by one of the 'united nations.'

The CCS was constituted from the British Chiefs of Staff Committee and the American Joint Chiefs of Staff, The American unit was created in part to present a common front to the British Chiefs of Staff. It held its first formal meeting on 9 February 1942 to coordinate U.S. military operations between War and Navy Departments.

The CCS charter was approved by President Roosevelt 21 April 1942. The American members of the CCS were General George C. Marshall, the United States Army chief of staff, the Chief of Naval Operations, Admiral Harold R. Stark (replaced early in 1942 by Admiral Ernest J. King); and the Chief (later Commanding General) of the Army Air Forces, Lt. Gen. Henry H. Arnold. In July 1942 a fourth member was added, the President's personal Chief of Staff, Admiral William D. Leahy.

On the British side the Chiefs of Staff only normally attended during the heads of states' conferences. Instead the British Joint Staff Mission was permanently situated in Washington, D.C. to represent British interests. The British members were a representative of the Prime Minister, in his capacity as Minister of Defence, and the Chiefs of Staff Committee, which consisted of the First Sea Lord, the Chief of the Imperial General Staff, and the Chief of the Air Staff, or the Washington representative of each. The representative of the Prime Minister was Field Marshal Sir John Dill and after his death Field Marshal Sir Henry Maitland Wilson. The Washington representatives of the Chiefs of Staff Committee, who normally met with the United States members in place of their principals, were the senior officers from their respective services on the British Joint Staff Mission in Washington. In the course of the war, the First Sea Lord was represented by Admiral Sir Charles Little, Admiral Sir Andrew Cunningham, Admiral Sir Percy Noble, and Admiral Sir James Somerville; the Chief of the Imperial General Staff was represented by Lt. Gen. Sir Colville Wemyss and Lt. Gen. G. N. Macready; and the Chief of the Air Staff was represented by Air Marshal D. C. S. Evill, Air Marshal Sir William L. Welsh, and Air Marshal Douglas Colyer. Dill, a close friend of Marshall, often took the American position and prevented a polarizations that would undermine effectiveness.

The Combined Chiefs of Staff organization included the Combined Secretariat and a supporting organisation of combined committees and sub-committees to deal with specific subjects. Of these, the Combined Planning Staff were the body of officers appointed by the Combined Chiefs of Staff to make studies, draft plans, and perform such other work as placed on the Combined Chiefs of Staff agenda and delegated to them by the Combined Planning Staff. Officers attached to the British Joint Staff Mission provided the British element in the secretariat for these combined committees. Their authority did not extend to operations controlled directly by the Admiralty and the US Navy Department.


In the Northern hemisphere spring of 1942, Britain and the United States agreed on a worldwide division of strategic responsibility. On 24 March 1942, the U.S. Joint Chiefs of Staff were designated as primarily responsible for the war in the Pacific, and the British Chiefs for the Middle East-Indian Ocean region, while the European-Mediterranean-Atlantic area would be a combined responsibility of both staffs. China was designated a separate theater commanded by its chief of state, Chiang Kai-shek, though within the United States' sphere of responsibility. Six days later the Joint Chiefs of Staff divided the Pacific theater into three areas: the Pacific Ocean Areas (POA), the South West Pacific Area (SWPA), and the Southeast Pacific Area. The Pacific Ocean Area command formally became operational on 8 May.

The CCS usually held its meetings in Washington. The full CCS usually met only during the great wartime conferences on grand strategy, such as at Casablanca (see List of WW2 conferences). The British Chiefs of Staff took their place on the Combined Chiefs of Staff Committee at the international conferences (at which Roosevelt and Churchill settled the main lines of allied strategy). For the conferences at Tehran (December 1943)Yalta (February 1945) and Potsdam (July-August 1945), the British and Americans were joined by the Russian Chiefs of Staff. The meetings of heads of government at those conferences were designed to reach formal agreement on issues thoroughly staffed by the CCS. At the Casablanca Conference in January 1943, General Frank Maxwell Andrews was appointed commander of all United States forces in the European Theater of Operations.

Although it was responsible to both the British and American governments, the CCS controlled forces from many different countries in all theaters, including the Pacific, India and North Africa. The existence of the Combined Chiefs of Staff enabled forces to be effectively placed under a commander of a different nationality without breaking the chain of responsibility to their home government, as commanders were responsible to the Combined Chiefs who respectively continued to remain responsible to their own governments. This responsibility was both advisory (in terms of the settlement between governments of the overall strategy) and executive (in terms of formulating and issuing directives to implement that strategy). Representatives of allied nations were not members of the CCS but accepted procedure included consultation with "Military Representatives of Associated Powers" on strategic issues. Much cooperation continued between the British and American militaries after the war including the Combined Chiefs of Staff structure, and it was used again during the Berlin Blockade of 1948 even as negotiations began that resulted in the North Atlantic Treaty Organization.

The UN partition plan for Palestine was adopted on November 29th, 1947 by the UN General Assembly Resolution 181. The plan divided Palestine into a Jewish and an Arab state. Greater Jerusalem should be under international control. Palestine was divided in such a way that within the various areas either of the two groups constituted the majority of the population. In addition, areas of economic interest should be shared as equally as possible. (original sound bite) The majority of Jews accepted the plan, but the radical nationalists felt it did not go far enough. The Arab leaders rejected it outright. On May 14th, 1948 the Jews moved forward and founded the State of Israel. The next day the Arab League declared war on Israel.

The Korean War ("Fatherland Liberation War"; 25 June 1950 – 27 July 1953) was a war between North Korea, with military support from China and the Soviet Union, and South Korea, backed by personnel from the United Nations (principally the United States). The war began on 25 June 1950 when North Korea invaded South Korea following clashes along the border and insurrections in the south. The war ended unofficially on 27 July 1953 in an armistice.

After the surrender of Japan at the end of WW2, on 15 August (officially 2 September) 1945, Korea was divided at the 38th parallel into two zones of occupation. The Soviets administered the northern-half and the Americans administered the southern-half. In 1948, as a result of Cold War tensions, the occupation zones became two sovereign states. A socialist state was established in the north under the totalitarian leadership of Kim Il-sung and a capitalist state in the south under the authoritarian leadership of Syngman Rhee. Both governments of the two new Korean states claimed to be the sole legitimate government of all of Korea, and neither accepted the border as permanent.

North Korean Korean People's Army (KPA) forces crossed the border and drove into South Korea on 25 June 1950. The United Nations Security Council denounced the North Korean move as an invasion and authorized the formation of the United Nations Command and the dispatch of forces to Korea to repel it. The Soviet Union was boycotting the UN for recognising Taiwan as China, and China was not recognised by the UN, so neither could support the People's Republic of Korea (PRK). Twenty-one countries of the United Nations eventually contributed to the UN force, with the United States providing around 90% of the military personnel.

After the first two months of war, South Korean Army (ROKA) and American forces hastily dispatched to Korea were on the point of defeat, retreating to a small area behind a defensive line known as the Pusan Perimeter. In September 1950, a risky amphibious UN counteroffensive was launched at Incheon, cutting off KPA troops and supply lines in South Korea. Those who escaped envelopment and capture were forced back north. UN forces invaded North Korea in October 1950 and moved rapidly towards the Yalu River—the border with China—but on 19 October 1950, Chinese forces of the People's Volunteer Army (PVA) crossed the Yalu and entered the warUN retreat from North Korea after the First Phase Offensive and the Second Phase Offensive, then Chinese forces were in South Korea by late December.

In these and subsequent battles, Seoul was captured four times, and communist forces were pushed back to positions around the 38th parallel, close to where the war had started. After this, the front stabilized, and the last two years were a war of attrition. The war in the air, however, was never a stalemate. North Korea was subject to a massive US bombing campaign. Jet fighters confronted each other in air-to-air combat for the first time in history, and Soviet pilots covertly flew in defense of their communist allies. Eventually, Chinese armies under Mao Zedong merged with the North Korean army and mounted an attack that, by their sheer numbers, pushed the American forces and their allies back to roughly what is the 38th parallel north.

The fighting ended on 27 July 1953 when the Korean Armistice Agreement was signed. The agreement created the Korean Demilitarized Zone (DMZ) to separate North and South Korea, and allowed the return of prisoners. However, no peace treaty was ever signed, and the two Koreas are technically still at war, engaged in a frozen conflict. In April 2018, the leaders of North and South Korea met at the DMZ and agreed to work toward a treaty to formally end the Korean War.

The Korean War was among the most destructive conflicts of the modern era, with approximately 3 million war fatalities and a larger proportional civilian death toll than WW2 or the Vietnam War. It incurred the destruction of virtually all of Korea's major cities, thousands of massacres by both sides, including the mass killing of tens of thousands of suspected communists by the South Korean government, and the torture and starvation of prisoners of war by the North Koreans. North Korea became among the most heavily bombed countries in history.

Early in the Second World War, John Maynard Keynes of the British Treasury and Harry Dexter White of the United States Treasury Department independently began to develop ideas about the financial order of the postwar world. After negotiation between officials of the United States and United Kingdom, and consultation with some other Allies, a "Joint Statement by Experts on the Establishment of an International Monetary Fund," was published simultaneously in a number of Allied countries on April 21, 1944. On May 25, 1944, the U.S. government invited the Allied countries to send representatives to an international monetary conference, "for the purpose of formulating definite proposals for an International Monetary Fund and possibly a Bank for Reconstruction and Development." (The word "International" was only added to the Bank's title late in the Bretton Woods Conference.) The United States also invited a smaller group of countries to send experts to a preliminary conference in Atlantic City, New Jersey, to develop draft proposals for the Bretton Woods conference. The Atlantic City conference was held from June 15–30, 1944.

Preparing to rebuild the international economic system while World War II was still raging, 730 delegates from all 44 Allied nations gathered at the Mount Washington Hotel in Bretton Woods, New Hampshire, United States, for the United Nations Monetary and Financial Conference, also known as the Bretton Woods Conference. The delegates deliberated during 1–22 July 1944, and signed the Bretton Woods agreement on its final day. Setting up a system of rules, institutions, and procedures to regulate the international monetary system, these accords established the International Monetary Fund (IMF) and the International Bank for Reconstruction and Development (IBRD), which today is part of the World Bank Group. The United States, which controlled two thirds of the world's gold, insisted that the Bretton Woods system rest on both gold and the US dollar. Soviet representatives attended the conference but later declined to ratify the final agreements, charging that the institutions they had created were "branches of Wall Street". These organizations became operational in 1945 after a sufficient number of countries had ratified the agreement.

The Bretton Woods Conference had three main results: (1) Articles of Agreement to create the IMF, whose purpose was to promote stability of exchange rates and financial flows. (2) Articles of Agreement to create the IBRD, whose purpose was to speed reconstruction after the Second World War and to foster economic development, especially through lending to build infrastructure. (3) Other recommendations for international economic cooperation. The Final Act of the conference incorporated these agreements and recommendations.

Within the Final Act, the most important part in the eyes of the conference participants and for the later operation of the world economy was the IMF agreement. Its major features were:
  • An adjustably pegged foreign exchange market rate system: Exchange rates were pegged to gold. Governments were only supposed to alter exchange rates to correct a "fundamental disequilibrium."
  • Member countries pledged to make their currencies convertible for trade-related and other current account transactions. There were, however, transitional provisions that allowed for indefinite delay in accepting that obligation, and the IMF agreement explicitly allowed member countries to regulate capital flows. The goal of widespread current account convertibility did not become operative until December 1958, when the currencies of the IMF's Western European members and their colonies became convertible.
  • As it was possible that exchange rates thus established might not be favourable to a country's balance of payments position, governments had the power to revise them by up to 10% from the initially agreed level ("par value") without objection by the IMF. The IMF could concur in or object to changes beyond that level. The IMF could not force a member to undo a change, but could deny the member access to the resources of the IMF.
  • All member countries were required to subscribe to the IMF's capital. Membership in the IBRD was conditioned on being a member of the IMF. Voting in both institutions was apportioned according to formulas giving greater weight to countries contributing more capital ("quotas").
The Bretton Woods system of monetary management established the rules for commercial and financial relations among the United States, Canada, Western European countries, Australia, and Japan after the 1944 Bretton Woods Agreement. The Bretton Woods system was the first example of a fully negotiated monetary order intended to govern monetary relations among independent states. The chief features of the Bretton Woods system were an obligation for each country to adopt a monetary policy that maintained its external exchange rates within 1 percent by tying its currency to gold and the ability of the IMF to bridge temporary imbalances of payments. Also, there was a need to address the lack of cooperation among other countries and to prevent competitive devaluation of the currencies as well.

On 15 August 1971, the United States unilaterally terminated convertibility of the US dollar to gold, effectively bringing the Bretton Woods system to an end and rendering the dollar a fiat currency. This action, referred to as the Nixon shock, created the situation in which the U.S. dollar became a reserve currency used by many states. At the same time, many fixed currencies(such as the pound sterling) also became free-floating.

The Nixon shock was a series of economic measures undertaken by United States President Richard Nixon in 1971, in response to increasing inflation, the most significant of which were wage and price freezes, surcharges on imports, and the unilateral cancellation of the direct international convertibility of the United States dollar to gold.

While Nixon's actions did not formally abolish the existing Bretton Woods system of international financial exchange, the suspension of one of its key components effectively rendered the Bretton Woods system inoperative. While Nixon publicly stated his intention to resume direct convertibility of the dollar after reforms to the Bretton Woods system had been implemented, all attempts at reform proved unsuccessful. By 1973, the Bretton Woods system was replaced de facto by the current regime based on freely floating fiat currencies.
