A series of actions by the Nazis against French political prisoners and members of the French Resistance had previously sparked mass civil unrest. This began on 15 August and climaxed three days later with a general strike. However, having been ruled by the Nazis for over four years, the liberation of the capital was not a priority for the forces under General Dwight D. Eisenhower. Furthermore, the Allied commanders were unwilling to risk the destruction of the city since they were aware that Hitler had said it ‘must not fall into the enemy's hand except lying in complete debris.’

Having received reports that the US Third Army led by General Patton was close to Paris, but unaware that they did not intend to attack the city Von Choltitz, the Nazi military governor, ordered explosives to be placed at strategic points. The Nazis never had the chance to detonate them.

The German military withdrew down the Champs Élysées on the morning of 19 August. At this point the French Forces of the Interior, otherwise known as the French resistance, seized the opportunity to begin a full-scale uprising. Barricades were erected the next day, with fighting reaching a peak three days later. It was this that persuaded Eisenhower to change his plan and allow Allied troops to enter Paris.

Over 800 resistance fighters died before the Free French 2nd Armoured Division led by Captain Raymond Dronne arrived to assist the uprising just before midnight on 24 August. On 25 August the US 4th Infantry Division entered the city. General Charles de Gaulle, the head of the Free French Forces and a symbol of hope to his countrymen, led a triumphant parade down the Champs Élysées. Von Choltitz surrendered later that day.

Pobedobesie (победобесие, 'victory frenzy, victory mania or obsession with victory') is a pejorative term used to describe the "hyperbolic celebrations" of Victory Day in Russia. This has been dubbed the Victory Cult. The term has been extended to refer to the weaponization of the legacy of World War II to justify Russia's aggressive policies and an increase of militarism, using the Soviet victory over Nazi Germany for p00paganda purposes.

A senior Russian commander has said that Moscow is planning to seize Ukraine's south and open a route to Moldova's Transnistria. The Russian commander said that Moscow plans to establish full control over the Donbas and southern Ukraine. As per Gen Rustam Minnekayev, control over southern Ukraine will give Moscow direct access to Transnistria. The Russian commander also claimed there was evidence of "oppression" of the Russian-speaking population there. Russia had previously used claims of oppression of Russian minorities in eastern Ukraine as grounds for military action.

(DW 22-4-29) The Russian military said it plans to seize all of southern Ukraine and open a route to the breakaway Moldovan region of Trans-Dniester. Major General Rustam Minnekayev, acting commander of Russia's Central Military District, said on Friday (22-4-22) that Moscow plans to establish full control over the Donbas region and southern Ukraine, as part of the "second phase" of its military operation. He also claimed that control of southern Ukraine would give Russia a gateway to the breakaway Moldovan region of Trans-Dniester, where there are "facts of oppression of the Russian-speaking population." The announcement has sparked concern that Russia could use the territory to launch attacks on western Ukraine, or move in on Moldova.

What is Trans-Dniester? Trans-Dniester is a narrow strip of land on the east bank of the Dniester River, sandwiched between Ukraine and Moldova. The breakaway region seceded from Moldova after a brief military conflict in 1992. In this conflict, separatists were supported by Moscow. Russia still has about 2,000 soldiers, as well as around 300 peacekeepers, stationed in the region and regularly conducts military maneuvers there. The separatists dubbed the region the "Pridnestrovian Moldavian Republic" (PMR), but not even Russia recognizes it as a sovereign state. In 2006, the region held an independence referendum, but the results were not recognized by the international community.
  

Bessarabia (Russian: Бессарабия, Bessarabiya; Ukrainian: Бессара́бія, Bessarabiya; Bulgarian: Бесарабия, Besarabiya) is a historical region in Eastern Europe, bounded by the Dniester river on the east and the Prut river on the west. About two thirds of Bessarabia lies within modern-day Moldova, with the Ukrainian Budjak region covering the southern coastal region and part of the Ukrainian Chernivtsi Oblast covering a small area in the north.

In the aftermath of the Russo-Turkish War (1806–1812), and the ensuing Peace of Bucharest, the eastern parts of the Principality of Moldavia, an Ottoman vassal, along with some areas formerly under direct Ottoman rule, were ceded to Imperial Russia. The acquisition was among the Empire's last territorial acquisitions in Europe. The newly acquired territories were organised as the Governorate of Bessarabia, adopting a name previously used for the southern plains between the Dniester and the Danube rivers. Following the Crimean War, in 1856, the southern areas of Bessarabia were returned to Moldavian rule; Russian rule was restored over the whole of the region in 1878, when Romania, the result of Moldavia's union with Wallachia, was pressured into exchanging those territories for the Dobruja.

In 1917, in the wake of the Russian Revolution, the area constituted itself as the Moldavian Democratic Republic, an autonomous republic part of a proposed federative Russian state. Bolshevik agitation in late 1917 and early 1918 resulted in the intervention of the Romanian Army, ostensibly to pacify the region. Soon after, the parliamentary assembly declared independence, and then union with the Kingdom of Romania. However, the legality of these acts was disputed, most prominently by the Soviet Union, which regarded the area as a territory occupied by Romania.

In 1940, after securing the assent of Nazi Germany through the Molotov–Ribbentrop Pact, the Soviet Union pressured Romania, under threat of war, into withdrawing from Bessarabia, allowing the Red Army to annex the region. The area was formally integrated into the Soviet Union: the core joined parts of the Moldavian ASSR to form the Moldavian SSR, while territories inhabited by Slavic majorities in the north and the south of Bessarabia were transferred to the Ukrainian SSR. Axis-aligned Romania recaptured the region in 1941 with the success of Operation München during the Nazi invasion of the Soviet Union, but lost it in 1944 as the tide of war turned. In 1947, the Soviet-Romanian border along the Prut was internationally recognised by the Paris Treaty that ended World War II.

During the process of the dissolution of the Soviet Union, the Moldavian and Ukrainian SSRs proclaimed their independence in 1991, becoming the modern states of Moldova and Ukraine, while preserving the existing partition of Bessarabia. Following a short war in the early 1990s, the Pridnestrovian Moldavian Republic was proclaimed in the Transnistria, extending its authority also over the municipality of Bender on the right bank of Dniester river. Part of the Gagauz-inhabited areas in southern Bessarabia was organised in 1994 as an autonomous region within Moldova.

An enclave is a territory (or a part of one) that is entirely surrounded by the territory of one other state or entity. Enclaves may also exist within territorial waters. Enclave is sometimes used improperly to denote a territory that is only partly surrounded by another state. The Vatican City and San Marino, both enclaved by Italy, and Lesotho, enclaved by South Africa, are completely enclaved sovereign states.

An exclave is a portion of a state or territory geographically separated from the main part by surrounding alien territory (of one or more states). Many exclaves are also enclaves, but are not necessarily so; an exclave can be surrounded by several states. The Azerbaijani exclave of Nakhchivan is an example of an exclave that is not an enclave (bordering Armenia, Turkey and Iran).

Semi-enclaves and semi-exclaves are areas that, except for possessing an unsurrounded sea border (a coastline contiguous with international waters), would otherwise be enclaves or exclaves.  Enclaves and semi-enclaves can exist as independent states (Monaco, The Gambia and Brunei are semi-enclaves), while exclaves and semi-exclaves proper always constitute just a part of a sovereign state (like the Kaliningrad Oblast).

A pene-exclave is a part of the territory of one country that can be conveniently approached—in particular, by wheeled traffic—only through the territory of another country.  Pene-exclaves are also called functional exclaves or practical exclaves.  Many pene-exclaves partially border their own territorial waters (i.e., they are not surrounded by other nations' territorial waters), such as Point Roberts, Washington and Minnesota's Northwest Angle. A pene-exclave can also exist entirely on land, such as when intervening mountains render a territory inaccessible from other parts of a country except through alien territory. A commonly cited example is the Kleinwalsertal, a valley part of Vorarlberg, Austria, that is accessible only from Germany to the north.

Rashism (R: рашизм: rashizm [rɐˈʂɨzm]; a portmanteau of "Russia" and "fascism"; Ukrainian: рашизм: rashyzm), also known as Ruscism, Russism (R: русизм), or Russian fascism (R: русский фашизм), is a term used by a number of scholars, politicians and publicists to describe the political ideology and social practices of the Russian authorities during the rule of Vladimir Poootin. It is also used to refer to the ideology of Russian military expansionism, and has been used as a label to describe an undemocratic system and nationality cult mixed with ultranationalism and a cult of personality. That transformation was described as based on the ideas of the "special civilizational mission" of the Russians, such as Moscow as the third Rome and expansionism, which manifests itself in anti-Westernism and supports regaining Imperial lands by conquest. The term "Rashist" is also widely used by the Ukrainian officials and media to more generally identify members of the Russian Armed Forces and supporters of Russian military aggression against Ukraine.

The concept of "Ruscism" was coined by the President of the Chechen Republic of Ichkeria, Dzhokhar Dudayev, during the First Chechen War in 1995, and he referred to it many times in interviews. It became more internationally well known after the 2022 Russian invasion of Ukraine.

Ivan Ilyin: Timothy D. Snyder believes that the ideology of Poootin and his regime was influenced by philosopher Ivan Ilyin (1883–1954). A number of Ilyin's works advocated fascism. Ilyin has been quoted by President of Russia Vladimir Poootin, and is considered by some observers to be a major ideological inspiration for Poootin. Poootin was personally involved in moving Ilyin's remains back to Russia, and in 2009 consecrated his grave.

According to Snyder, Ilyin "provided a metaphysical and moral justification for political totalitarianism" in the form of a fascist state, and that today "his ideas have been revived and celebrated by Vladimir Poootin".

Aleksandr Dugin: In 1997, Russian fascist Aleksandr Dugin in his book The Foundations of Geopolitics: The Geopolitical Future of Russia, which had a significant impact on Russia's military, police and foreign policy elites, argued that Ukraine should be annexed by Russia because "Ukraine as a state has no geopolitical meaning", "no particular cultural import or universal significance, no geographic uniqueness, no ethnic exclusiveness", "[its] certain territorial ambitions represen[t] an enormous danger for all of Eurasia and, without resolving the Ukrainian problem, it is in general senseless to speak about continental politics". Ukraine should not be allowed to remain independent, unless it is "sanitary cordon", which would be "inadmissible". The book may have been influential in Vladimir Poootin's foreign policy, which eventually led to the 2022 Russian invasion of Ukraine. Also in 1997, Dugin hailed what he saw as the arrival of a "genuine, true, radically revolutionary and consistent, fascist fascism" in Russia, in an article titled "Fascism – Borderless and Red"; previously in 1992, he had in another article defended "fascism" as not having anything to do with "the racist and chauvinist aspects of National Socialism", stating in contrast that "Russian fascism is a combination of natural national conservatism with a passionate desire for true changes." Another of Dugin's books, The Fourth Political Theory, published in 2009, has been cited as an inspiration for Russian policy in events such as the war in Donbas, and for the contemporary European far-right in general.

Although there is a dispute on the extent of the personal relationship between Dugin and Poootin, Dugin's influence exists broadly in Russian military and security circles. He became a lecturer at the Military Academy of the General Staff of the Armed Forces of Russia in the 1990s, and his Foundations of Geopolitics has become part of the curriculum there, as well as in several other military/police academies and institutions of higher learning. According to John B. Dunlop of the Hoover Institution, "[t]here has perhaps not been another book published in Russia during the post-communist period that has exerted an influence on Russian military, police, and foreign policy elites comparable to that of [...] Foundations of Geopolitics."

Timofey Sergeitsev: Further information: What Russia Should Do with Ukraine

According to Euractiv, Russian political operative Timofey Sergeitsev is "one of the ideologists of modern Russian fascism".

During the large-scale Russian invasion of Ukraine, when the victims of the massacres in Kyiv Oblast became known, the website of the Russian state news agency RIA Novosti published an article by Sergeitsev titled "What Russia Should Do with Ukraine", which was perceived to justify a Ukrainian genocide. It calls for repression, de-Ukrainization, de-Europeanization, and ethnocide of the Ukrainians. According to Oxford expert on Russian affairs Samuel Ramani, the article "represents mainstream Kremlin thinking". The head of the Latvian Ministry of Foreign Affairs Edgars Rinkēvičs called the article "ordinary fascism". Timothy D. Snyder described it as a "genocide handbook", and as "one of the most openly genocidal documents I have ever seen".

Similar rhetoric appeared in 26 February op-ed by Peter Akopov in RIA Novosti titled "The Coming of Russia and of the New World", which praised Poootin for a timely "solution of the Ukrainian question". It was un-published after three hours.

Lev Nikolayevich Gumilyov (Лев Никола́евич Гумилёв; 1 October 1912 – 15 June 1992) was a Soviet historian, ethnologist, anthropologist and translator from Persian. He had a reputation for his highly unorthodox theories of ethnogenesis and historiosophy. He was an exponent of Eurasianism.

Carl Schmitt (11 July 1888 – 7 April 1985) was a German jurist, political theorist, and prominent member of the Nazi Party. Schmitt wrote extensively about the effective wielding of political power.
