By the end of the Civil War, the US Navy was the second largest in the world after the Royal Navy. The post war years however saw a decline in the Navy that would only be turned around with renewed conflict during the Spanish-American war. From this point on, the United States Navy was recognized as being critical to United States foreign policy. President Roosevelt would overseen it's renovation with the construction of the Great White Fleet which sailed around the world. However new technologies like the HMS Dreadnought risked making all contemporary warships obsolete. World War 1 came soon after and poured gasoline on the fire of innovation. Now the battle at sea extended to the air above the waves and the depths below it with the deployment of planes and submarines. Coming out of the First World War, the US Navy was recognized as an equal to the Royal Navy. The interwar years saw more funds poured into the American Fleet including the construction of new aircraft carriers. Word War 2 would see a massive overhaul of the US Navy as it battled the Imperial Japanese Navy across the Pacific. This conflict and the Cold War that followed solidified the power of the US Fleet and led it to become the force it is today.

The U.S. Navy may not have the most ships of any country's fleet, but it is well established as the greatest power on the world's seas. The Navy owns 11 of the world's 43 active aircraft carriers -- and that doesn't count its nearly two dozen flat-decked amphibious ships that might well be considered carriers in their own right. Despite this impressive power on the seas, leaders continue to have concerns about how many ships are in the U.S. Navy inventory, warning that competing maritime powers such as China are growing in naval strength and may soon have ocean dominance.

White Russian Spy?
Given the success achieved with dogs, it was perhaps inevitable that experiments would begin with other intelligent and trainable animals, including marine mammals. The earliest of these experiments took place during World War I, when Britain’s Royal Navy unsuccessfully attempted to train sea lions to locate German submarines.
The early training – conducted at a facility on Lake Bala in Gwynedd, Wales – went well. But once the sea lions were released into the open sea, they were generally found to be more interested in pursuing shoals of fish than U-boats – much to the frustration of the officers involved.

In coldly scientific language – and with little acknowledgement of the sophisticated intelligence and capacity for emotion expressed by these animals – one American manufacturer of military sonar equipment described them as:
Self-propelled marine vehicle[s], or platform[s]; with a built-in sonar sensor system suitable for detecting and classifying targets; and carrying an on-board computer … capable of being programmed for complex performance.
