These lawsuits are intended to silence critics by making them pay for expensive legal defense. Anti-SLAPP laws are designed to protect against SLAPPs:

SLAPPs are often used by wealthy individuals and corporations
The goal of a SLAPP is to intimidate critics into abandoning their criticism
The plaintiff doesn't usually expect to win the lawsuit

Anti-SLAPP laws allow defendants to dismiss SLAPPs early in the litigation process
