If you are able to watch news broadcast inside China, you will the United States in chaos, riots in major metropolitan areas; police brutality against African Americans; January 6th storming of the U.S. Capitol; people die of hot weather because there is no air condition, or people freezing to death during the Texas power shortages. When Chinese state councilor Yang Jiechi berated the United States, claiming the Black Lives Matter movement as evidence of its human-rights abuses in a March meeting with US Secretary of State Antony Blinken in Anchorage, he was celebrated by the Chinese media for highlighting the hypocrisy of the American government. Anger at multinationals pledging to no longer source cotton from Xinjiang, in response to China’s treatment of the Uighur minority in the region, has led to an angry backlash, with Chinese consumers burning Nike shoes and denouncing Swedish clothing retailer H&M.

As China's involvement in world affairs grew in the late 20th century, the CCP became sensitive to the negative connotations of the English word propaganda, and the commonly used Chinese term xuanchuan acquired pejorative connotations. In 1992, Party General Secretary Jiang Zemin asked one of the CCP's most senior translators to come up with a better euphemistic English alternative to propaganda as the translation of xuanchuan for propaganda targeting foreign audiencesReplacement [euphemistic] English translations include publicity, information, and political communication domestically, or media diplomacy and cultural exchange internationally.

CCPPD officials left the xuanchuan in official Chinese names the same but changed the English translations from "Propaganda Department of the Communist Party of China" to "Publicity Department of the Communist Party of China", and changed "Central Propaganda Department" to "Central Publicity Department". English-languages sources rarely use either "Publicity Department" translation. The Zhōngyāng Xuānchuán Sīxiǎng Lǐngdǎo Xiǎozǔ, which oversees the CCPPD, continues to be translated as the "Central Leading Group for Propaganda and Ideological Work". When Ding Guan'gen, director of the CCP Central Propaganda Department from 1992 to 2002, traveled abroad on official visits, he was known as the Minister of Information.
